Sweet and Sour Stew

2 onions
1 tablespoon of flour
1 quart cold water
1 bay leaf
a little salt and pepper
1 cooking spoon of vinegar, ¼ cup
1 cooking spoon of sugar, ¼ cup
diced, cold boiled meat
2 carrots

Cut up the onions and fry until glazed; add the flour. Brown and add the cold water, bay leaf, salt and pepper, vinegar and sugar. Boil and add diced, cold boiled meat and carrots. Stew about one hour, top with parsley and serve.
